Commissioner Garboil and Detective Howlback are members of the Crimson Sentries! Commissioner Garboil is an old grizzled cop who loves a good cy-gar. Detective Howlback is his sensible colleague. They fight crime!
And when they can't fight crime good enough, they call on the mysterious Batbot. WHO IS THE MYSTERIOUS BATBOT?? Well, whoever he is, he's certainly not a high-profile playboy guru with a suspected Dirty Energon addiction. That just wouldn't make sense.

It's kind of unimpressive to give a Transformer "Catwoman" analogue a name that already belongs to another Catwoman analogue.
Then again, it appears to be a dude and have a "puzzle" motif. So maybe I'm reading to much into it.
